  1. Define a budget surplus and explain how it fits Singapore's fiscal framework and reserve accumulation.
  2. Develop the domestic effects through government spending on aggregate demand and through infrastructure on productive capacity.
  3. Add the domestic effects on reserves, the avoidance of crowding out and the management of inflation risk.
  4. Develop the international effects through credit ratings, foreign direct investment and the balance of payments.
  5. Weigh the domestic effects against the international effects and judge which dominates.
  6. Reach an overall evaluative conclusion on the likely net impact.
